Consumers for a Better Grid is a watchdog holding grid operators accountable to consumers, states, and a clean, affordable energy future.

Formerly known as CLEAR RTO, Consumers for a Better Grid is a project of the Citizens Utility Board (CUB) of Illinois.


Our Team and Valued Partners

Clara Summers is Consumers for a Better Grid’s Campaign Manager. She comes to the position from the National Caucus of Environmental Legislators, where she organized state legislators to engage with PJM. Clara has also held previous roles at Earthjustice, the Fulbright Program/American Indonesian Exchange Foundation, and Interfaith Power & Light (MD.DC.NoVA). She is based in the greater DC area and joined the Illinois CUB team in July 2023. When not deep in the weeds of energy policy, she enjoys Irish dance, hammered dulcimer, and anything to do with koalas. Clara can be reached at csummers@citizensutilityboard.org

The Citizens Utility Board (CUB) of Illinois is Illinois’ leading nonprofit utility watchdog group. Created by the Illinois Legislature, CUB opened its doors in 1984 to represent the interests of residential and small-business utility customers. Since then, CUB has saved consumers more than $20 billion by helping to block rate hikes and secure refunds. 

Consumer Advocates of the PJM States (CAPS) is a non-profit organization whose members represent over 65-million consumers in the 13 PJM States and the District of Columbia.  Established in 2013, CAPS' mission is to actively engage in the PJM stakeholder process and at the Federal Energy Regulatory Commission to ensure that the prices we pay for reliable, wholesale electric service are reasonable.

The Sustainable FERC Project is a partnership of state, regional and national environmental and other public interest organizations working to expand the deployment of clean energy resources into America’s electricity transmission grid and to reduce and eventually eliminate carbon pollution from the U.S. power sector. Founded in 1995, the Project, along with its partners, advocates at Federal Energy Regulatory Commission (FERC) and regional transmission organizations, leverage state advocacy, and litigate in the courts to remove barriers to clean energy and build energy systems that support a carbon-free future.
